Mind Fog

Mind Fog is an ability available to the Mummers.

This ability causes the target's mind to be lost in a sort of fog, reducing their knowledge and effective use of their skills.

Reduce all the target's skills by 10% to 50%, randomized per skill.

Usage: cast mindfog/1010 [target
