Urban Stealth is an ability used by members of the Guild of Thieves and the Utasa.
When performing stealth actions (any action that involves a stealth roll) in an urban environment, both the minimum and maximum for that roll are raised. In addition, the thief will never outright fail a hide check in urban environments, unless the area is impossible to hide in. Lastly, the thief will be able to move around more quickly in urban environments while stealthed.
