Weather in the Lost Lands is variable and based on real life weather. You can check the warmth your clothing is offering by using the warmth
command and the current state of the weather in your area using the weather

Rain can douse people within it with water which may have unique interactions with certain other status effects and some types of magical ability. Protective clothing, especially headgear and cloaks, can be worn to avoid becoming wet, but otherwise you may try waterproofed materials.
