Can the OOC Lounge, Lobby Cavern be a gathering spot?

I've been on the shelf a lot more because, uh, reasons. It would be cool if this room was designated as a gathering spot so I wouldn't lose morale when fiddling with my OOC toys. Thanks!

Per the changelog:
Morale no longer gravitates toward 0 in OOC rooms.
Note that this means negative morale won't go up, either.
