Possible bug, when using a one handed weapon that is supposed to get two strikes per round and holding a shield in the other hand, you never get the two strikes with the one handed weapon. You will on occassion get a shield and a weapon strike, but never a shield + weapon + weapon strike.
I confirmed it by wearing my shield and lo and behold I was attacking twice with my handaxe on occassion.
It seems as though the shield attack is getting counted as the second attack with the one handed weapon.
This might be intended, but if so this will make multiple attack one handed weapons have no advantage and everyone will use whatever weapon is the slowest but most damaging one handed weapon in their non shield hands.

Using lighter weapons with a buckler, you can still get multiple strikes. Heavier weapons only getting a single strike while using shields is intentional.

Hmm Ok. Just to be clear, I was using a kite shield and a handaxe. The handaxe gets two strikes per round.
Which means a handaxe is considered to be a heavier weapon then?

Yes, and it's only bucklers that'll allow you to get multiple strikes and bashes.
Considering weapons are weaker in one hand, I might do some reconsidering with some good arguments.
