Crafted weapon degradation?

I got my Masterfully-Crafted greataxe back from the NPC repairman and noticed it is now only superior.

If this is not intentional, I'd like to report a bug. I have always had it repaired only at the NPC blacksmith. Did I miss a post somewhere?

This is a particularly harsh situation, because no player master blacksmiths play anymore, and one cannot obtain a replacement at any price.
