Trader appraisal doesn't account for any additional market factors, like surplus.
So, your own trader appraisal skill will always give you the base value and will not always match up with the what the market appraises the item at.
This is rather helpful to keep you from being 'ripped off' as it were by a market short changing you due to other factors.
For example: A market in Corvus will give you a different appraisal than a market in Shadgard, depending on the item, surplus of that item, quality, and the material it is made from. A Trader appraise will provide you a baseline value for that item.
