Bounties: Addendum to Policy/Helpfile

I'd appreciate a little official clarification on the way bounties work, and also feel like it should be something that gets worked into the helpfile.

Currently, targets who have a bounty on them are open to CvC and they're no longer protected under standard CvC policy if you're part of the faction with the open bounty.

For better or worse, I've personally been treating those who adhere to the above in a reciprocal manner in a character by character manner. I feel like that is appropriate, but is that not what was had in mind?

If it is, or even if it isn't, it feels like something that should be included in the help files. It also might be worthwhile to add caveats to the general Policy helpfile.

Does every possible action and counteraction have to be steeped in policy? I'm not asking this to be rude or anything, I'm just worried that the more caveats there are, the more roleplaying characters that engage in this sort of thing will feel like a chore trying to make sure every possible action falls within the rules.
A man walking through stops to glare at Ceridwenn and says, "Hey, lady! Pack your things, I'm kickin' you outta town for the crime of putting your filthy boots up on the table like a heathen!" Someone from a nearby table then laughs, "Jord, stop being a jackwagon, they'd never let you wear a militia badge!" The first man then snickers and ambles, rather drunkenly it appears, to join his friend at the other table.

I feel like when it comes to open CvC, yes. It is a *huge* step away from the way the game normally plays, and what is normally acceptable.

Currently, if you enter an open CvC zone there is a huge warning about it. I understand that if someone has a bounty placed on them, part of the "surprise" to give people an advantage is that the target is not made aware of it. Considering some of the complaints that have come out of the current situation, it feels like people who however have the choice to engage with it, should be made aware of what they're signing up for.
