QOL Blood/Gore Change

Hi so i'm in the rare minority that loves getting sprayed with blood and gore. This is me here to annoy everybody again.
So, for those who don't know-- you can get blood and gore on your face, as well as other bare, uncovered body parts. But I don't blame you if you didn't know this, because--
Hats and helmets protect your face from getting blood/gored.
I DON'T AGREE WITH THIS.
Make people's faces get bloody/gory if they aren't wearing a face covering or face covering helmet.
That way, everyone gets sickeningly startled when they realize their best buddy's been beaming with infested gore all over his cheek for the past hour.
Maybe give a minor morale hit when you take blood/gore to the face? Like .1? .2?

I feel like someone like a berserker could ignore this issue if they're in the right mindset (tactic). Also, some guilds... you might be expected to stroll up into a conversation dripping with someone else's insides dribbling down your face and armor.
...Sort of gives me an idea now that needs fleshing out.

The problem is that helmets count as "skin covering," which is a bit odd. Like you lose your skin tone description when you have one on (along with the rest of your armor). It covers your face sufficiently to fully hide your skin tone, but doesn't constitute a disguise? Seems weird. IMO, their covering-ness should be relaxed, and then your face could get bloody while wearing armor, and you could wash it without removing your helmet, and people could actually see the skin that you worked so hard to select during character creation.

Per the changelog: Hats and helmets will no longer protect the wearer's face from being dirtied by various types of grime, nor mask such grimy appearances when worn. (Greathelms will still mask/protect the face in regards to these effects.)

Now to make changes to how the population sees people running around in blood and gore.
Want to get treated? Clean up.
Want to sit and drink at an inn? Guess what - clean yourself off.
Want to buy something from the market? You guessed it - clean yourself up you filthy barbarians.
Also would like to see children and other non-visible NPCs running from people in terror, too. Just random room emotes and the like that are triggered by the blood and gore tags.

Also per the changelog: Apparel worn in the hat and helmet slots will no longer count as masking the wearer's skin on the associated head body location when worn. (Apparel worn in the greathelm slot will continue to do so, however.)
The difference from the previous update being that this one addresses the issue with a hat/helmet previously counting toward potentially hiding that character's skin description from others if all other body locations were also covered.

There used to be some stuff like this, that code just needs to be updated.
