Flora/Foliage/Grass Overriding Urban

There is an old post from Rias http://clok.contrarium.net/bbs/viewtopi ... 036#p31036 suggesting that Druidry maybe shouldn't be blocked by the Urban tag if sufficiently overgrown.

It would be nice if having tags like 'grass' or 'foliage' or others that indicate plant growth would allow use of Druidry spells in these locations. Keth, for example, is overgrown enough it feels like Tangle Root and other spells should still work.
