Dropping no longer extinguishes, unless in water

A bug was causing any dropped light source to extinguish when dropping it. This has been fixed to its original purpose, which was to only extinguish the light if it's dropped in shallow or deep water.
The lore compels me!

and if it was dropped in a forest?Shouldn't it cause a wildfire?And if lamps use oil that would spill as well.

Let's not give Jaren another way to terrorize the poor people of Shadgard.

Drop = set down in this case. At least in my eyes.

Yeah, we're not going to implement a simple way for a single troublemaker (Jaren or otherwise!) to burn down every forest in the game. Same reason you can't burn down the General Store or the infirmary - it would be too easy a way to ruin the game for others, and would require too much maintenance on the part of GMs.
