I shall first answer your second question, then your first.
As to Tse Gaiyan, they are an organization who's main purpose is to check and eventually reverse the spreading of the fungus that is trying to retake the world.
The Utasa (who should be making an appearance in the next few weeks) are the other side of the Udemi. Where the Udemi like the outdoors and forests, and protect the wild environs from evil (but mostly fungus), the Utasa do likewise in cities and towns. Their original inspiration was bards, and there will probably be some players who play them as bards, but they don't have to be played that way.
Their main ability will be wavebending - manipulating light and sound to distract and confuse their enemies. They will use stealth, but will have many tools to stand toe-to-toe with opponents, unlike thieves who generally retreat back to the shadows as soon as possible. They'll receive training in thrown weapons, as well as small blades and two-handed combat.
