Where's the Templar?

Been looking around for a templar in Thaelsh for a bit and am having absolutely no luck. Usually after about 10-25 rooms searched , with the latter number being something that doesn't happen often, the templar will come out and need healed.

I've searched all the rooms in the ruins at least three times with no luck whatsoever.

Could this possibly be broken?

I think I broke it when I was fixing the bug where you found the templar out in the wilderness. Fixed.
