Mounts?

I'm a bit confused, and mostly looking for clarification.

I returned assuming mounts shared the old cap that was implemented in Clok v1 and so bugged it when my mount seemed to start gaining skill. I was so curious about it, that I even brought it up in chats with GMs and everyone acted like it was intended.

I however logged in today, and had my bug report come back with fixed, yet, my mount still has the skill I've gained since I came back.

Is it fixed as in, it isn't a problem, and we should be getting gain? Is it fixed, as in, we shouldn't be getting gain, but mounts need to get wiped back again, or what?
