Repair: Able to?

Might possibly be best as a flag, or a skill check when an item is examined if they have any blacksmithing skill, but just a recognition if whether a character is able to repair an item or not.

IE: You don't have sufficient crafting recipe knowledge required to repair such an item beyond superficial damage.
IE: You know enough to be able to repair this item fully.
