Revenant bodies?

I've had this issue repeatedly where I'd find a humanoid body that didn't count as a human for reanimation. Is this intended? Example: Redleaf Hill, not a single body is reanimateable.

Intentional. There are lore-based reasons why those corpses are not able to be reanimated.
