Out of curiousity the other day, I started up Arna Shieldbearer, a mercenary that uses two tower shields in combat. I was very surprised by the effectiveness of this. While I have practically no offensive capabilities, I get THREE defensive rolls. Also due to tactics and the others, my newbie mercenary has defensive rolls of 500!
It's awesome! Insert praise for turtle mode in post.
I wish that battle would auto shield bash, being my sole complaint.

You can get three defensive rolls with dodge, parry, and block, too. Two shields does sound interesting though! It must be hard to move carrying two tower shields, what is your encumbrance?

It really depends on the type of tower shield. I don't go in with anything much in way of armour, so I'm usually only somewhat encumbered.

One of my characters does this, too. It can be a very effective way of traveling mostly unharmed. Especially if you're skilled in shield use.
You also notice the corpse of a canim scavenger (x169).

I'll just say that I think using two tower shields at once is pretty ridiculous, so expect some penalties for doing so to come into play at some point. Keep in mind things like pavises were used by pretty much by planting them in the ground and ducking behind them while you loaded a crossbow or got a new arrow ready, or to weather an onslaught of arrows. As far as I've read, they weren't exactly useful for mobile melee combat.

Could you have a tactic where the Mercenary cannot move but gains full values for the shields?

Honestly, the concept is pretty funny and realistically I don't think it works out. But at the current time it does, and it's an entertaining thing to see in action. I could still see two bucklers being used, however, will the future change affect all shield types or only unwieldy ones?
The first time I thought of dual shielding was probably after playing Bravely Default and seeing the dual shields ability in action. Absolutely no offensive power, but a lot of blocking potential.

Ask Ardor to forge you a few spikes, put those spikes on the shield and shove people with it.
