Is there a Lore reason why Rooks are not able to gain the ability to create a Shadow Orb? It is not a physical focused skill and is a manipulation of Nether(their specialty).

I would guess that this is because assassins have much reason to cause darkness in order to do their work. A Rook would probably be able to do the same, but there wouldn't be a high demand for such an ability within their organization so it is not on their list of common spells taught.

In a similar vein, perhaps it would be nice if the Rooks received a Cryomancy spell that allows them to snuff out fires in the immediate vicinity rather than a spell that lowers the actual light levels.

Cryomancy is not the same as Hyrdomancy or Aeromancy and cold does not affect a fire's ability to burn as far as I know. I don't think that would work too well.

Three things are needed for fire: fuel, oxygen and heat. Burning is an exothermic reaction, so as long as fuel and oxygen remain present, fire can continue itself. If a cryomancer can overcome the heat produced by fire and reduce the (local) temperature to a point beneath the fuel's flash point, this should snuff out the flame.

Blitz is correct. If the temperature of the burning material drops below the point where it can react with oxygen, that is the molecules cease to be moving fast enough to interact with the oxygen molecules a fire will cease to burn. This is one of the reasons why water is so good at putting out fire.
