I would suggest that Shield Charge be able to be performed from Tactics Block, perhaps at a penalty. While not a purely defensive maneuver, it does involve holding the shield in front of onesself while charging, which I believe would still be effective at blocking, at least in the case of a shield of considerable size such as a kite or tower shield. After all, the Shield Charge requires a shield be held in hand, unlike the Mercenary or Dwaedn charges, which can be performed regardless of what is held in the hands, if anything. I would hope that the requirement of holding a specific piece of equipment would be balanced with some kind of benefit based on that required piece of equipment.
