What level of technology is Clok focused on?

I ask as I have several ideas of producing electricity, and would like to know if I should express and expand upon them.

Steam and clockwork is the pinnacle, in places like Grum and Tol Rhun in particular.

It doesn't have a page on Grum, I just looked. The page about Grummers doesn't go into great detail. Also there isn't a page for Tol Rhun.. Do you have some pages unreleased or am I looking in the wrong places?

What I was hoping to learn more about was what kind of advanced tools they have, how they are used, if they are something rare or if even the commoners of larger cities have access to some level of tinker tools and toys, ect ect.
