There should be shops selling undergarments like boxer shorts and long johns; or else the implicit assumption that the character started with them and has them.

No pants should not automatically mean stark naked - there is still some impropriety with going in public in your shorts, but not half as severe as starkers.

for example, Frieesman (in his boxer shorts) vs. Frieesman (no pants) - the latter gets the bigger fine.
