Character mail email notifications

option 9 can now be toggled on (it defaults to off) to enable email notifications when your character receives in-game mail. These email notifications will only be sent if your character is not in-game at the time the mail arrives (since they will then receive an in-game message, and an email as well would be superfluous). Obviously, this only works if you have an email address registered to your character via the email command.
