ESP Tuner Change

To elaborate on what's in the devlog, because I know there are going to be a lot of questions:

A stock small clear crystal pendant lasts about twice as long as any standard tuning crystal.

The timer only counts down when you are actively listening to the gray channel. If you are tuned to another crystal, or if you have the gray channel ignored (Type TUNE GRAY while already on gray to toggle ignore), it won't count down.

Sending a message over the gray channel will randomly decrement the timer by 1 to 5 extra seconds.

Once the timer expires, if the word 'clear' is in the item's prefix, it'll be replaced with 'dull'. Example: a small clear crystal pendant becomes a small dull crystal pendant. The ESP artifact tags will be removed from it as well, but the charm bracelet tags (which allow you to attach/remove crystals) will remain in tact, so you can transfer any tuning crystals from your old pendant to your new one.

This currently applies to any and all ESP tuning artifacts, including any customized ones. After I do some additional code work, I may bring a merchant around to retrofit custom artifacts so that they can have pendants slotted into them. However, it could be awhile before I get around to that.

The duration of ESP tuners has been increased significantly. They now allow 2 weeks of active listening time to the gray channel. This only counts online time as a player character, so most casual players should see their artifacts last for a month or more now.

The time penalty for sending a message on the gray channel has been increased from a random amount from 1 to 5 seconds, to a random amount from 10 to 20 seconds.

The hidden time penalty for sending multiple messages in quick succession across ESP, which was a previously unannounced feature that I've since decided to be more transparent about, has been increased from a random amount between 15 and 30 seconds, to a random amount between 1 minute and 2 minutes.

You will now receive a message when the above penalty kicks in. The duration of the above penalty, for what counts is "sent messages in quick succession", was sending two messages over ESP within a span of 60 seconds initially. It was lowered to sending two or more messages over ESP within 20 seconds that same day, and has been lowered again to only trigger when sending two or more messages over ESP within the span of 15 seconds.

This is a retroactive change, anyone who has an active ESP pendant will have their time reset to the new 2 week period as if it were a brand new pendant.

We will now receive GM alerts whenever someone's pendant wears off so that we can more closely monitor how quickly they are decaying and possibly tweak the system more in the future.

Soundpack authors: I saw some comments from people that their pendants wore off without them noticing. FYI, there IS text that gets sent to the client when this happens, it may have been missed in screen scroll. This is what the message looks like:
