REPORT and REQUEST

Players may now REPORT or REQUEST something, which will send the message to all online GMs.
REPORT might be used to report a character being disruptive or harrassing someone:

REQUEST can be used to make a request to online GMs (if there are any):report Lobelia keeps killing Fredegar over and over.
Note that GMs may be busy or in other windows coding away, and may not see all reports/requests. With requests, GMs are not required to acquiesce.request I'm standing here in front of Hildibrand (an NPC healer) and I'd like to ask him about the details of some healing herbs.
