"Minor Energy Maintenance" effects

With some of the assassin ability upgrades, I've introduced the concept of "minor energy maintenance" effects. These are energy-maintained effects that do not require an open channel. Rather than taking away energy per second, they only slow down energy regeneration.

Expect some other maintained abilities to follow/be updated to this model.

P.S. The energy regeneration penalty doesn't stack. You can maintain several of these effects for the same cost. Might change in the future.
