New Ability: Channel Mastery

Monks, Elemancers and the Rook Parlour will now find they have access to the Channel Mastery abilities. These provide an immediate bonus to channeling and a 10% increase to the effectiveness of channeling per rank. Also at advanced ranks provide a small increase in the speed in which you learn channeling.

As such, some current guild ability requirements have been adjusted slightly to account for this.
