Character Creation and Language Selection

When creating a character, can we get the list of languages that they'll have available when selecting homeland?
This is the second time I've created a character and only found out after it was committed that they wouldn't get a second language. Would it also be possible to add a way to learn a second language for such characters some other way? I've always felt a little left out when other folk switch to/from common.
