A moderately sized shield is probably a superior item to use to tackle someone if you are wanting to lay someone out flat. Perhaps apply a bonus modifier to the tackle check if holding a shield and adjust the text to fit the use of a shield. Additionally, increase the damage dealt and cause alchemical damage if applicable based on the shield material. It'd be like getting hit by a wall I imagine.

The shield charge ability, which was removed when ability generalization became a thing, will be coming back.
