Smaller javelin sizes

Javelins currently occupy a full spear slot, i.e. you can only fit one inside of a pole harness at a time. It'd be nice if they were made smaller so we could fit two inside a pole harness, as they are supposed to be light spears designed for throwing, generally about 3 to 4 feet in length, as compared to a fullsized spear, generally 5-9 feet in length.
