Aiming at non-humanoid Targets

It seems like some creatures don't take into account where a player is aiming for while a player still gets the extra roundtime as though they were trying.
Attacking a creature with a body, for example, but without the chest. It is hard to tell, of course, as to whether this is actually taking place or whether I'm actually still targeting the chest which translates into body and I'm just being woefully inaccurate or it is not taking it into account.
Can we also have the means to target the odd and unusual body locations on some creatures with aiming, such as wings, and tails.
