Just like examining armor shows how well it protects vs different type of attack would it be possible to have examining a weapon show what sort of damage types it does?

Agreed. Sometimes it's written in the description text but it's hard to determine how much is fact / fiction.

Also, regarding how bigger helms having a perception penalty tags in their descriptions.. it would be a kindness to get a stealth penalty tags on armors too. Caveat Emptor and stuff?

I don't think skill penalties should be noted when examining armor. Lets leave some things to be discovered.

examine dagger
You carefully examine a copper dagger...
You see nothing particularly unusual about the copper dagger.
It is a small item, mainly made of copper.
It is capable of doing slash and pierce damage.
It could be hurled in combat, its effectiveness dependent on your Hurl Weapon skill.
It could be wielded in melee combat with one hand, its effectiveness dependent on your Daggers skill.
It feels well-balanced, and you figure you could get up to 3 strikes per attack with it.
It would be difficult to parry with.
It appears to be in good repair.
It appears to be of average quality.

This is a thing now.
