What happened to forging lessons in Shadgard?

The Mining Forman was always there to give forging lessons in Shadgard...now he no longer does so all of a sudden. This creates an inconvenience, meaning I have to travel to Mistral Lake to learn forging?
Could this be put back the way it was, or could Tor be made as an actual NPC who gives lessons? Shadgard is a mining town with a blacksmithy, it seems odd that not a soul knows enough about forging to sell you lessons.
