notice board for perchis orders

Hello, I wanted to see if there is a way to implement a notice board in the place where you put in a perches order.
The way it would work is if someone puts in an order and a trader logs on, it would work as if someone sent you mail.
The reason why I'm asking is because rite now, when an order is placed, traders don't have any indication so far as I know that would tell them that an order was placed.
There for, orders sit there for a long time before they are filled.
This way for those that have the skill can know to go check it periodically and that way, more orders would get filled.
