Tracking attacks at range / Making some things interruptable

Currently, there are things that simply can't be done when engaged in melee combat. Makes sense. However, at avoid or ranged, I have yet to encounter such restrictions, to the extent that I have (for the sake of testing) BURIED A CORPSE while under attack by two mobs, simply because I wasn't in melee range.
Maybe attempts to pull you into melee range should be tracked for a few seconds, and either keep you flagged as in combat, or otherwise carry a few penalties?
Alternatively, maybe things that would genuinely take awhile should actually take at least a few seconds, giving time for both discovery and interruption (such as by having to pull away from a pair of pissed off mobs)?
