Militia showing up too quickly

Usually if my character steps out of hiding in Shadgard, the following happens:

A bystander points at you and says, "Get out of here!"

A Shadgard militia member just arrived.
with only about 1/8th of a second between the two lines.

I know of no town where a police response is so instantaneous, so consistantly. What if the militia are already dealing with something elsewhere in town? Or just not in the next room? Or on a change of shift?

Could we change it so that it takes between 0.5 seconds and 8.0 seconds (randomly determined) for a militia member to arrive when a bystander calls the alarm?

Sometimes, a willing suspension of disbelief is required for games in instances like this. Unless you're caught in roundtime when you're pointed out, you could hide and sneak out, which defeats the purpose of the militia.

If you don't want to be caught by the militia, there's a few easy things to do.
1.) Don't get kicked out of Shadgard.
2.) In the case that #1 fails, do not go into Shadgard if you've been kicked out.
3.) Assuming failure of #'s 1 and 2, don't get caught sneaking into Shadgard.

Most people in Shadgard have a gun, and they all want the free drink for bringing in a criminal!

I know of no town where the police release a wanted person after a short time out.

[edit]
Also, the person who came was not a police officer, but just a armed citizen.

Q for Rias: does covering face/eyes have any bearing on how quickly you are pointed out? I've always wondered.

I wish hiding face/eyes had a bearing on being able to get into town period, but I guess they would check you before letting you in.
