Re-locking locks again

I inquired into a real-life locksmith's craft as to the relative difficulty of relocking a lock he had just picked open. His response was that there was no difficulty to the task. I quote his response from Yahoo Answers:

Resolved Question: A question for locksmiths: relocking using lockpicks?

This question I suppose will be best answered by a person of the locksmith trade.

I know with experience it is possible to pick a lock open without the key using lockpicks.

Relative to the difficulty of picking the lock open, how hard would it be to use the lockpicks to re-lock the lock...would it be roughly just as difficult, more difficult, or easier to re-lock without the key?

It's not difficult at all. In fact, once the lock is picked open all you have to do to re-lock it is to spin the cylinder back around to its upright position, allowing the driver pins & the bottom pins to fall back into place.

So my request is that allowing those who can unlock a lock with a pick, be permitted to re-lock it in like manner.
