Better Role-playing - availability of long guns and revolvers - SWAP

I noticed that in Shadgard you can buy flintlocks in a regular shop, but to get a musket you have to somehow obtain one from the Thieves' Guild.

I propose this is completely backwards from a role-playing perspective. The long guns would have been more accessible to the general public, and the thieves, with their penchant for concealed weapons, would have favoured the pistols.

Can we swap the sales location of long guns and hand-helds ?

Nope. The muskets are smuggled in by the guild. The people who make them don't want them available to the public. Personally I'd like revolvers to be in this category too, as they're a more advanced firearm type. In fact, I think I'll go ahead and do that.
