I personally can't recall if it's better to roll a low or high on a fresh piece of ground, but what I do know is, as you locate branches, availability drops, so what used to be a success number is no longer a successful roll, and you have to move on to another forest room to begin afresh.
As long as branches are in a room, they are not terribly hard to locate by any character. If your character has searched a number of times to no success, no doubt it's because the branch resources in that place are exhausted.
After enough time lapses, branches replenish in a room. I'm not sure how much time is needed, no doubt it's less than 4 hours but I never tested it.
