As of now they're only craftable and usable by members of Udemi or Snowpine Lodge who have undergone Basic Training. If you have a fireboard, spindle, and some kind of tinder (bark shavings, foraged tinder) in your inventory or on the ground, you can use them to light things. Handy for when you run out of firestones, or just deign not to go into town and so have no access to firestones.

Upside: You can make them yourself with ingredients out in the wilds.
Downside: Compared to firestones, they take a few more seconds of roundtime, take up more space, and require multiple pieces.

(Their functionality was just recently put in because I went camping IRL and I'm in that wilderness survival stuff mindset right now. Wheeeee!)
The lore compels me!

Would be handy if there was some sort of clue as to the syntax for this when examining the fireboard. Thanks!

I believe you need a spindle, a fireboard, and tinder in your backpack. Then you use the light verb as you would as if it were a firestones.
