Enemies and Injuries

Posting here since I don't know if this is intentional, a bug, oversight, or in the works.
I and several others have noticed that enemies don't seem to have the same effects from injuries that we do. For example, if I hit an enemy in the legs hard enough to knock them down and cause significant damage to a leg, they jump right back up in most cases as if there was no damage, no sign of a struggle or anything. This causes me to also wonder if they are free from the reduced dodge, perception, and other things that we get even from fairly mild wounds to certain locations.
In fairness, four legged creatures would probably suffer less from a leg wound than a human, but even then if two or three legs were messed up, that should definitely do something... Same with arms and weapons with human npcs.
Just figured i'd throw this out there for comment/consideration.
