Do the Hyra buy or sell slaves? If they do, will it ever be conditions for PCs to capture others to sell as slaves or purchase slaves for themselves?

What are the other settlement's stances on slavery as well?

I'd say this is something you'd want to investigate through In Character means.

That would be found out partly IC, but only GMs will say if PCs can take slaves and the open city stance on slavery within their walls.

You're welcome to try and capture someone with the intent to make them your slave, but in an NPC's case I'd wager they'll deal with it the same way they deal with most other life-threatening situations - escape or die fighting. Rooks have ways of making the second option work in their favor.
