Drenched improvement

Right now being drenched doesn't do much other than make you freezable if a cryomancer happens to be around. I was thinking of other effects it could possibly have.
Lower perception slightly as water drips into your eyes and ears.
It could occasionally lower your attack accuracy as water drips down into your eyes as you attack.
It could soak into clothes and make them heavier, temporarily giving them an encumbrance effect like heavier armors. So it would have a chance to lower your combat rolls and stealth.
When in Dirt terrain you could have a chance to slip in the resulting mud.
