We have some turnips, barely and wheat.

I'm fine to ping Winston and ask if he would like to make use of them to feed town livestock or even make a limited brew, but this seems rather mundane a thing to ask him. Is there a better contact to address for such administrative requests? Or is it still fine to send to Winston?

One of the best ways to fill Corvus with items is to sell them at the market. The merchants will then sell them to the towns folk. If you feel particularly altruistic you can drop them in the food crate in the middle of town.
