New ability: Infused Nether

Rooks can now pick up the Infused Nether ability.

I haven't used it yet, but I do have a quick suggestion that I thought would be a bit neat. It would be nice if the Infused Nether ability gave a minor debuff to the target, based on the part of the body the attack hit. Head/eyes would be accuracy, legs would cause a bit of extra RT when moving, just stuff like that.
