Artisan Leatherworking

Just wanted to post real quick to ask about this.
Right now it gives a massive bonus but requires a massive skill to get. However, I would think that it is supposed to be like Artisan Blacksmithing and be gotten early and improve with skill. My question is simply is it supposed to be like Artisan Blacksmithing? And if so, is the super high skill requirement because it hasn't been worked up fully to be so yet, or some simple oversight that left the initial requirement the same as the highest version requirement?
Also, a small side question: Might it be possible to know at what point the Artisan Blacksmithing bonuses kick in? Right now all we know is that eventually we get a bunch of bonuses. I'm sure it doesn't matter much for the older artisans that already have 1000+ forging skills, but for us newer people, knowing that the final bonus kicks in at 400 or 500 or 600 skill or whenever could be rather important for getting the most out of our training.
