Mitigate and swords spec

Being that mitigate is based on dodge and perception and not swords, and being that the Utasa get several combat styles including hurling and daggers, would the staff consider altering the pre-reqs for mitigate such that it is not barred behind melee focus, sword specialty, and riposte?

I recognize it is a potent ability, and in the interest of making it challenging, I would suggest that it be barred behind a higher dodge and perception, or perhaps behind the lightfoot > tumble > flip tree.
