Does this work on rooks/claw members with nether vision running (since they have a much lower light requirement)?

But it sounds like it doesn't completely prevent vision, which means that some light is coming through.

It occurs to me that it would be funny to see a Wavebender dispel the effect after the target casts Nether Vision.

Right. By the description, I assume that because it's not a complete blind, it's either making vision difficult from literal darkness, or a combination of darkness and blurriness from the actual bending part. If it's the former, then I suppose technically it wouldn't affect it (to my knowledge at least, I'm not an Imm) but if it's the latter, they would still suffer from impaired vision.
