The problem I see immediately upon experiencing the rapidfire cdooldown, is the cooldown period is a bit long. It makes complete and total sense to have your muscles have a little time to rest after being tense during the use of rapidfire. Howver, just like if you're working out and building your muscles up, they should, over time, become use to the stress placed upon them and adapt to the brief periods of intense use.

There's a cool down now? How long?

It now lasts 15 seconds instead of 10, and has a 45 second cooldown (starting when the ability activates). That means if you are activating it as frequently as possible, you'll be waiting minimum 30 seconds between benefiting from the effects. It was never meant to be an always-on ability. It also now rounds roundtimes up, so bows firing in 5 seconds now fire in 3, instead of 2.

Expect numbers to be tweaked further.
