Can you train a normal mount into becoming a 'War' Mount?

Nope. It could be a future possibility, but it would be expensive (moreso than just buying a mount that's already war-trained, probably) and you'd probably have to go without that mount for a time while it's being trained.

Do war-mounts gain abilities as they are used my their rider or are their abilities set like most mobs?

They have set abilities.
