General casting roundtime increase

General combat casting roundtime has been adjusted to 5 seconds, rather than 3, to be in line with other combat actions. Spells are already generally more powerful than weapons, and being faster on top of that was a bit excessive. Really, the 3 second cast time was a carry-over from a game I used to play that much of CLOK has ended up being based on.

I'm sure plenty of number-adjusting will continue to occur.

Some casts may be readjusted in the future - for instance, I plan to adjust healing spells back to 3 seconds, when I'm not falling asleep at the keyboard.
